It's a white powder, the body produces it naturally and it's also found in foods like meet and eggs.
You can buy it in most health food stores, gyms and pretty much anywhere online like here for example (shameless plug (my supplement store)).
It's not a steroid, it's not bad for you and it's definitely not illegal.
It WILL help you improve physical performance, especially if your training/workouts consist of you doing anything high intensity or explosive (jumping, sprinting, lifting etc).
It CAN help you add lean muscle mass and it CAN help you reduce fat.
It IS very cheap and it IS very available.
So if you do want to perform better, get stronger and lean out a little while improving the condition of your brain and cardio system then I would HIGHLY RECOMMEND you consider either 1. Getting some Creatine and start supplementing with is asap (again you can get from my supplement store by clicking here or 2. at least do a little more research on it by either clicking here (that will send you to a site called Examine where I go to find out anything about anything when it comes to supplements) or just heading to Google and searching for anything and everything you can on the stuff.
In terms of how much Creatine you should take,
I ALWAYS recommend you go with what it suggests on the pack (Creatine monohydrate is the best one to get by the way) but there really is no need to take any more than 5g per day, post workout and preferably with food.
